COE Cantonal resolves to change to yellow the traffic lights system in Cuenca and requests to maintain the precaution
El Comité de Operaciones de Emergencia (COE) de Cuenca resolvió hoy, 22 de mayo de 2020, hacer la transición a los conceptos establecidos para la semaforización amarilla en el período, comprendido del lunes 25 al domingo 31 de mayo de 2020.
En la sesión se trataron los factores de la movilidad humana, apertura de actividades con el cumplimiento de los protocolos de seguridad y el fortalecimiento del sistema de salud, que denotan que las condiciones permiten el cambio.
The Basin Emergency Operations Committee (COE) resolved today, 22 May 2020, to make the transition to the criteria established for the yellow traffic lights for the period from Monday 25 to Sunday 31 May 2020.
The session dealt with the factors of human mobility, the opening of activities with the compliance of safety protocols, and the strengthening of the health system, which shows that conditions allow change.
El alcalde de Cuenca, Pedro Palacios, informó que en la decisión técnica y objetiva, prevalece como principal motivador la vida y la integridad de las familias cuencanas.
El Primer Personero Municipal recalcó que como resultado de un trabajo conjunto se incrementó de manera considerable la capacidad de los sistemas de salud y paralelamente iniciaron los testeos aleatorios, que permitirán aislar al virus de la población, mas no a la población del virus.

Desde el COE Cantonal se exhortó a la ciudadanía a cumplir las medidas de bioseguridad y los protocolos en las actividades económicas, empresas públicas y privadas.
“Es imperativo el cumplimiento de las medidas de distanciamiento social, el uso de mascarilla en espacios públicos, establecidas en la ordenanza que Regula las Medidas Administrativas y de Bioseguridad Temporales del COVID-19 dentro del cantón Cuenca y las disposiciones de circulación vehicular, para lo cual las entidades operativas cuentan con nuevos indicadores que permitirán el control y sanción”, enfatizó el Alcalde de Cuenca.
From the Cantonal COE, citizens were urged to comply with biosecurity measures and protocols in economic activities, public and private companies.
"It is imperative to comply with the social distancing measures, the use of masks in public spaces, established in the ordinance that regulates the Temporary Administrative and Biosafety Measures of the COVID-19 within the Cuenca canton and the dispositions of vehicle circulation, for which the operative entities have new indicators that will allow control and sanction," emphasized the Mayor of Cuenca.
Los gremios, cámaras y las instituciones públicas deberán presentar los protocolos correspondientes, que garanticen el retorno seguro a las actividades para establecer las garantías y que no haya una saturación en los sistemas de salud y consecuentemente pérdidas de vidas.
La resolución, pese a que contiene criterios de temporalidad, puede ser modificada en cualquier momento si existen las condiciones que sustenten al COE Cantonal su variación y retroceso a la semaforización roja, ante lo que es importante la corresponsabilidad de los ciudadanos para el cumplimiento de las resoluciones nacionales y locales.
